A major step towards decentralization was taken in 1992. The Constitution was amended to make third-tier of the government more powerful and effective. As a result, rural local self government, i.e. Panchayati Raj came into existence. It was made for the following objectives:
  1. To provide third-tier system of the Panchayati Raj for all the states having population of over 20 lakhs.
  2. To hold panchayat elections regularly at the lapse of every 5 years.
  3. To provide reservation of seats for Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs).
  4. To appoint State Election Commission to conduct panchayat and municipal elections.
  5. The state governments are required to share some powers and revenue with local government bodies. The nature of sharing varies from state to state.
  6. One-third seats are reserved for women.
