When a country finds some bigger and stronger countries around it and takes them as a threat in the future. The bigger or stronger country may not be thinking to attack but its potential to be aggressive leads the smaller country to make some arrangement or agreement with any other country to be able to defend itself. This arrangement of developing relations to counter the threat is known as the balance of power.
