Dilute $\ce{H_{2​}SO_{4​}}$ will increase the acidity of phenol. This is because now phenol will be easily able to donate $H^+$ ion and delocalise its negative charge more efficiently. Also addition of dilute $\ce{H_2​SO_4}$​ which is itself an acid increases the acidity of phenol.
