Answer

This is because the relative velocity of the train in which the person is sitting w.r.t. the other train is zero.
For example, let the velocity of A train = 60km/ hr due east
Velocity of B train = 60km/ hr due east
$\therefore$ Relative velocity of A train w.r.t. B train = 60 - 60 = 0
