There are viscometers that use Poiseuille flow and there are viscometers that use Stokes flow and there are other approaches too. The accuracy depends more on the design of the apparatus and measurement technique than the particular flow regime. Both could be quite accurate as long as the assumptions behind each approximation are still valid.
