State the measures to preserve water.

The measures to preserve the water resources are as follows :
$(1)$ The judicious use of water is its first necessity.
$(2)$ Second need is to preserve the water, More reservoirs should be built to preserve and conserve the water.
$(3)$ Attempts should be made to raise the level of groundwater.
$(4)$ Preserve the water by obstructing the flow of river water. Dams should be built across the rivers.
