$(1)$ Members of the Lok Sabha elect one of their own members as the Speaker (Chairman) in their first meeting. The Speaker of the Lok Sabha mostly belongs to the party having majority.
$(2)$ Election for Speaker is not held in the Rajya Sabha. According to the provisions of the Constitution, the Vice-President of the country takes responsibility as the Ex-officio Speaker of the Rajya Sabha.
$(3)$ In both the Houses of Parliament. the Deputy Speaker (Chairperson) is elected to conduct the proceedings of the House in the absence of the Speaker.
$(4)$ The Speaker of the House of Parliament allows the members of the House to ask questions. So the members of the House ask their questions addressing the Speaker. They cannot ask questions directly to the Prime Minister or other ministers.
$(5)$ If any member behaves in an indecent manner in the House, the Speaker can suspend him/her for a day or for the whole session.
$(6)$ The Speaker presides over his/her House and conducts discussions in the House. He/She conducts the proceedings in a neutral and impartial manner according to the rules.
$(7)$ He/She gives judgement on the discussions held during the proceedings of the House.
$(8)$ The Speaker may stop the proceedings of the House due to unavoidable circumstances. He/She can adjourn the House.
$(9)$ The Speaker generally does not vote on any resolution of the House. But, when equal votes are passed on any resolution, he/she helps in passing the resolution with giving his/her 'Casting Vote'.
